Over the course of his 33-year long career, Mr. McCarthy has proven to be a local expert in the stormwater practice and a mentor to hundreds of engineers, planners, and scientists. John was involved in the planning, design, and construction of numerous flood control and stormwater infrastructure projects in Orange County. Mr. McCarthy is a licensed civil engineer in the States of California, Arizona, and Nevada; and has been a Certified Floodplain Manager since 2005, as recognized by the Association of State Floodplain Managers. In 2018, Mr. McCarthy co-started Q3 Consulting (Q3) which is a DBA of Proactive Engineering Consultants Inc. (PEC) that specializes in stormwater management.
