About the event

Tyler Holst, PE, is Senior Vice President of Infrastructure Engineering for Rancho Mission Viejo, a family-owned ranching, farming and real estate development company in South Orange County, California. With 6,000 acres, 14,000+ homes, and more than five million square feet of non-residential uses including schools, parks, recreational facilities, community farms, and retail and office centers, Rancho Mission Viejo is poised to become a landmark community of mixed-use, inter-generational villages.

In addition to housing, schools, retail centers and public amenities, the Ranch will also provide residents and visitors with an interconnected system of miles of arterial roadways, carefully integrated with a regional network of hiking trails and biking paths, as well as agrarian spaces and natural habitats.

Tyler works closely with agency staff to meet project conditions, negotiates agency public-private agreements, facilitates the design of infrastructure construction documents, and prepares annual budgets for capital projects. He is part of a senior executive team overseeing implementation of the Ranch Plan including facilitating the design of community and infrastructure construction documents, negotiating public-private agreements, and forecasting capital projects expenditures.

Prior to joining Rancho Mission Viejo, Tyler spent 18 years at Kimley-Horn where he led the Development Services team working on public improvement projects, roadway infrastructure, water resource projects, healthcare, senior living, and commercial retail development projects throughout Southern California. At Kimley-Horn, Tyler was known for his ability to promote best practices, create new opportunities, and deliver exceptional results to clients.

Tyler has been an active member of Urban Land Institute for more than a decade, serving in a variety of leadership and chairperson positions on the local level. He currently serves as the Assistant Chairperson for the ULI NEXT Council for the Orange County/Inland Empire District Council.

Tyler holds a bachelor’s degree in civil engineering from the University of Southern California in Los Angeles, California. He is a professional engineer, registered in the states of California, Oregon, and Washington. He resides in Newport Beach with his wife and three young children.

James Yates is a Vice President of Infrastructure for Rancho Mission Viejo. His role involves coordination of infrastructure improvements supporting the development of Rancho Mission Viejo, such as Cow Camp Road and SMWD facilities, and coordination with public agencies in acquiring our approvals.

Mr. Yates received a B.S. degree in Civil Engineering from the California State Polytechnic University in San Luis Obispo, California and is a registered Civil Engineer in California in 1985. He was previously a board member and president of the Orange County Building Industry Association of Orange County (BIA-OC) Executive Committee and has served as the Chairman for the BIA-OC Programs Committee.

Mr. Yates has been involved with the design of Master Planned Communities throughout Orange County since coming to Orange County in 1987. While working as a Project Manager for engineering firms in Orange County, Mr. Yates was involved in the design of Laguna Audubon for Kathryn G. Thompson Development, One Ford Road for Pacific Bay Homes, and Talega for Talega Associates in San Clemente, and Rancho Mission Viejo since 2006.

Mr. Yates and his wife, Nerisa, have three grown children (27, 26, & 22) that they enjoy visiting. He and his wife enjoy time with their dog, family, and friends, look forward to the empty nesting life, and future travels and adventures.
